French Revolution – War Department – National reward to Charles Joseph Moire – German Armies. Alsace – Paris, 1793 Exceptional administrative and military document from the revolutionary period, consisting of 2 handwritten pages, written in brown ink on old paper, size 25 cm × 19 cm. The document comes from the War Department and concerns the awarding of a national reward in the form of an annual and life pension to Charles-Joseph Moire, in recognition of a long career in the service of the military administration and the former province of Alsace. Header and tax stamp The first page clearly bears the handwritten annotations “Département de la Guerre” and “Récompense Nationale en faveur de Charles Joseph Moire.” In the upper part there is a remarkable tax stamp printed with 25 centimes, bearing the abbreviated inscription “REP. FRAN.,” for the French Republic. This fiscal element, perfectly visible, greatly reinforces the administrative and historical character of the document. Charles-Joseph Moire The beneficiary is named in the document, Charles-Joseph Moire. The text specifies that he was born on February 17, 1727 and baptized the same day, in a parish located in the present-day department of Haute-Saône. The document then traces a particularly long career, totaling 38 years of service. Charles-Joseph Moire is believed to have begun his administrative activity around 1749, before holding various positions related to the administration of the armies and the finances. The text mentions in particular his services, “in the Intendancies of the armies of Germany,” then in the accounting office of the Intendance, before serving as, “first secretary of the former province of Alsace.” The phrase “former province of Alsace” is particularly characteristic of the vocabulary of the French Revolution, the old provinces of the Ancien Régime having been abolished in favor of departments. His last position would have provided him annual pay of 3,000 livres. A national pension of 650 livres In recognition of his 38 years of service, Charles-Joseph Moire obtains a “annual and life pension of six hundred and fifty livres,” payable from the Public Treasury. The document refers to a decision of the National Assembly, with mention of a decree of June 19, 1793, followed by an endorsement dated July 28, 1793. The second page develops the administrative modalities necessary for the execution of this decision and for the payment of the pension by the National Treasury. The item is drawn up in Paris, on August 24, 1793. This date places the document at the heart of the French Revolution, a few months after the execution of Louis XVI and during a period of deep political, military, and administrative reorganization in France. The second page contains several original handwritten signatures and initials, as well as marginal administrative annotations indicating its handling by the relevant services. The document shows the normal signs of its age, older archival folds, light foxing and stains, small irregularities and marginal wear, a few handling marks. Overall well preserved considering its more than 230 years, with legible writing. Particularly interesting document for the historical continuity it reveals between the administration of the Ancien Régime and that of the French Republic. The career of Charles-Joseph Moire spans several decades and the document successively mentions the armies of Germany, the former administration of Alsace, the suppression of provincial structures and their replacement by the revolutionary administration. The mentions “Département de la Guerre,” “Récompense Nationale,” “Intendances des armées d’Allemagne,” “ci-devant province d’Alsace,” “Trésor public,” as well as the stamp of the French Republic and the date of 1793, confer real interest to this piece for a collection dedicated to the French Revolution, to military history, to Alsace, or to eighteenth-century administrative documents.
